20-06 Howard County - Deputy Sheriffs - Collective
Bargaining
Sponsor: Delegate DeBoy
Requiring that deputy sheriffs at the rank of lieutenant
or below shall have the right to organize and bargain
collectively; specifying that the Howard County
Executive shall be considered the employer of these
employees for the purpose of collective bargaining for
compensation, pensions, fringe benefits and hours;
specifying that the Sheriff shall be considered the
employer of these employees for the purpose of
collective bargaining for all other terms and conditions
of employment; and requiring that any required funding
for a collective bargaining agreement by the Sheriff is
subject to the approval of the Howard County Council.

21-06 Workers' Compensation - Permanent Partial
Disability - Howard County Deputy Sheriffs
Sponsor: Delegate Deboy
Extending to deputy sheriffs in Howard County certain
enhanced workers' compensation benefits that currently
are available to certain other individuals in state and
local government, including: public safety employees,
fire, rescue and life support employees; and police
officers and sheriffs.

On April 26,
2005 we were pleased to announce that the Governor signed
House Bill #1443. We would like to thank our Bill
Sponsors: Delegate Deboy, Delegate Malone and Delegate
Quinter. In addition to all of the Howard County
Delegation for making the important legislation a reality.
